If the connection at the center of the fuse is broken, the fuse has blown. Replace it with one of the same amperage, as listed in the "Specifications" section of the Yamaha outboard owner's manual.

So the T&T relay is not your problem. You have a short in wiring as nothing is calling for power and it is still blowing the fuse, or you have a battery hooked up wrong.
